Seaweed Farming: Climate Benefits, Risks, and Regulatory Challenges (2026)

Seaweed farming has emerged as a promising solution to combat climate change, offering a range of environmental and economic benefits. However, as the industry in British Columbia (B.C.) grows, it's crucial to address the regulatory gaps that could hinder its success and potentially cause ecological harm. In my opinion, the current patchwork of legislation is inadequate to manage the ecological impacts of seaweed aquaculture, and a single entity is needed to ensure the industry benefits coastal communities while preventing negative effects.

Seaweeds are remarkable organisms that grow with minimal human intervention, requiring no fertilizers, hormones, or pesticides. This makes them an attractive solution for reducing greenhouse gas emissions and promoting sustainability. For instance, replacing petroleum-derived products with seaweed-based alternatives could yield significant climate benefits by cutting emissions. This is particularly relevant for coastal First Nation communities, offering them economic opportunities while contributing to global sustainability objectives.

However, seaweed aquaculture is not without risks. Without safeguards, operations could introduce pathogens and non-native species, disrupt wild species' genetics, and intensify competition for sunlight and nutrients. The good news is that with the right measures in place, such negative impacts are avoidable. But the current regulatory framework in B.C. is fragmented, with four government agencies involved in regulating seaweed aquaculture, none with a specific mandate.

The first challenge is that the province's Fish and Seafood Act, which focuses on food safety, only applies to seaweeds grown for human consumption. Meanwhile, the Ministry of Agriculture manages mariculture leases, but there's no specific mandate for ecological impacts. Federally, Fisheries and Oceans Canada and Transport Canada are concerned with fish health and transportation safety, respectively, but neither includes the management of ecological impacts in their mandates. This jurisdictional gap may become important as offshore farms are evaluated for their climate benefits and actively researched in the United States.

One thing that immediately stands out is the need for a single entity responsible for managing the growth of the industry. Policy alone won't fill this gap; updated legislation is needed to support and manage both the potential benefits and risks of this emerging industry. A well-managed seaweed aquaculture industry would support B.C.'s Coastal Marine Strategy, and legislation to enable sound regulation would be consistent with the province's vision for the coast.

In my view, the provincial and federal governments have an opportunity to ensure the seaweed aquaculture industry lives up to its potential while avoiding the mistakes of big agriculture. Both levels of government must work together, and in close collaboration with First Nations, to develop legislation that prevents future adverse ecological impacts. This is a rare win-win-win scenario, and it's crucial to get it right to ensure the industry's success and the environment's health.
